The Development Services Department provides down-payment assistance loans for homebuyers, business facade grants, egress window program, and emergency repair grants, in an effort to revitalize and develop the community.

Home Safety Devices
Description:

Provides loans and grants to assist low to moderate income individuals and families install egress windows.

Eligibility:
Low-income individuals and families in the Provo city limits who own and occupy a home and who have a need for egress windows.

Small Business Development
Description:

Facade Grant Program is to assist downtown Provo businesses in improving the appearance of the buildings which are at least 30 years old and to help revitalize downtown Provo.

Eligibility:
Projects must be in one of the 5 planning districts in Provo.

First Time Buyer Home Loans
Description:

Provides a 0% deferred payment loan up to $60,000 to assist low to moderate-income families or individuals becoming homeowners in Utah County. No payment is due as long as the applicant continues to own and live in the home as their primary residence.

Eligibility:
Must be a first-time homebuyer, buying in Utah County. Must qualify for a first mortgage through a lender of the buyer's choice. It is a requirement that spouses or partners be included on the loan and on title whether or not their income is necessary to qualify for the loan. Single individuals may qualify for loans on a maximum two-bedroom house. Must complete home-buyers' education class.

Home Maintenance and Minor Repair Services
Description:

Provo City's Emergency Home Repair Grant Program provides grants of up to $15,000.00 for repairs such as fixing heating systems, addressing structural issues, to help families stay safe and secure in their homes.

Eligibility:
Low-income individuals who are 60 years and older or who are on Social Security Disability and low-moderate income active-duty members of the military. Applicants must own and occupy home and live within Provo city limits.
